Empire West Amateur Hockey League, Inc. is subject to all the rules and regulations of New York State Amateur Hockey Association, Inc. (NYSAHA) and USA Hockey. The following rules and regulations supplement and may further restrict those rules with regard to local problems.
3.1 Dues and Assessments
Dues for the season are One Hundred Fifty Dollars ($150.00) per team entered in League play as determined by attendance at the annual scheduling meeting thereat or as determined by December 31st of each year whichever number is greater. Dues are due and payable November 1st and must be paid to the League Treasurer. Failure to pay by December 1st may result in suspension or forfeiture.
A $200.00 fee per association will be assessed from each association, due November 1st. This assessment will be used to pay any organizational scheduling fines incurred during the season. Any surplus of funds from the assessment will be returned to the association at the end of the season. The League Treasurer has the option to assign an additional assessment to an organization to maintain their account.
3.2 Insurance
Each association is required to show a certificate of insurance before scheduling, and have liability insurance in an amount of at least ONE MILLION DOLLARS per incident covering all association teams. Each team or association shall indemnify and name Empire West Amateur Hockey League and its Board of Directors and its officers, from any liability it or they may suffer as a result of the activities of the team, its association or any of their members.
3.3 Disputes and Interpretation
Except as provided in Section 3.14 of these Rules, any disputes or interpretation of the Rules will be decided by the Executive Committee of the Board of Directors of the League.
3.4 Violations of Rules
Violations of any of the Rules and Regulations may result in discipline to a team, association or any individual connected with them. Violations by teams and individuals involving match penalties, protests and supplementary discipline shall be dealt with by the Discipline Committee in the manner specified in Section 3.14 of these Rules. The Executive Committee of the Board of Directors of the League shall deal with all other violations.
3.5 Coaches, Managers & Team Representatives
No person will be eligible to serve as coach, assistant coach or perform similar functions, during practices or games, unless:
- The coach and assistant coaches have completed the appropriate Level of the USA Hockey Coaching Program by December 31 of each year if not previously attained.
- The coach and assistant coaches have registered on an “Individual Member Registration” (IMR) form.
- The coach, assistant coaches and staff have acknowledged the League’s Alcohol and Drug Policies.
- Each coach, assistant coach, manager and all team representatives and staff have completed all required screening forms.
- A legible copy of each and every League, non-League, tournament and exhibition game score sheet is sent to the League Statistician within 48 hours of completion of each game.
3.6 Composition of Teams
3.6.1 EWAHL Tournament-Bound Eligibility Rule
(as adopted by EWAHL Executive Board on 6/25/04)“For the 2008-2009 Season, the Empire West Amateur Hockey League’s Tournament-Bound Age Classifications will be structured as follows:
- 18 & Under................ Players Born ON or AFTER January 1, 1990
- 16 & Under………….Players Born ON or AFTER January 1, 1992
- 14 & Under................ Players Born ON or AFTER January 1, 1994
- 12 & Under................ Players Born ON or AFTER January 1, 1996
- 10 & Under................ Players Born ON or AFTER January 1, 1998
3.6.2 In addition to the age classifications set forth by Empire West in the chart included in these Rules, Minor teams may only have division minor age players or younger in order to compete in the League.
3.6.3 The REGULAR DIVISION shall consist only of teams that will not compete in New York State “A” Major, National “A” Tournaments, or in the Minor division. The REGULAR DIVISION may be subdivided into Tier II or III Divisions, as the number of teams and quality of ability may require.
3.6.4 All rules and By-Laws set forth in this guide book will also apply for all regular teams, except where those rules are overwritten by the Board of Directors and listed in this section.
3.6.5 Referees for the regular division will be provided by the home team in accordance with Empire West Amateur Hockey League, Inc. rules, with the exception that referees need not be tournament-bound, or by such other method as agreed upon by the Board of Directors.

3.7 Player Registration and Team Rosters
3.7.1 All players must be registered with the League Statistician on USA Hockey approved roster forms or reasonable facsimile thereof prior to the annual scheduling meeting. This roster to be updated with the Statistician, prior to playing a new player on the team. When the team official USA Hockey player registration is sent to the registrar, a copy of the original is to be made and sent along to the League Statistician. If a non-rostered or non-registered player appears in a League game, the offending team shall forfeit the game(s) that this ineligible player has appeared in.
3.7.2 All players must be registered with the League Statistician on an approved Empire West Amateur Hockey League player form prior to their participation in any game.
3.7.3 All new additions to a team roster must be registered with the League Statistician prior to participation in a game. For the purpose of registering additional players to a team roster, a Team Official will call in to the Statistician on the Empire West telephone answering machine at (716) 667-3872. This machine has a time and date stamp which will verify the time and date of your roster move. All roster changes must be submitted in writing, either by US Mail or email using the "EWAHL Roster Change Form", within 48 hours. The Statistician will adjust your roster accordingly.
3.7.4 At no time during the playing season may a team’s roster exceed the USA Hockey maximum of twenty players. If the signing of an additional player brings the team’s total roster above this twenty player maximum, one player must be immediately released, else the newest player signed will be deemed ineligible.
3.7.5 Each team shall be allowed to fill their rosters to the USA Hockey maximum of twenty players by designating other players from within their association. These players must be rostered and registered per paragraphs 3.7.1, 3.7.2, and 3.7.3.
3.8 Rules Pertaining to Participation
3.8.1 A player can be registered and/or play for only one (1) association within the EWAHL.
3.8.2 Any non-tournament bound player will be allowed to play in up to 10 of the tournament-bound team’s League games without losing his eligibility to participate on his non-tournament bound team. Upon playing in the 11th League game at the tournament-bound level, a non-Tier I player loses his eligibility to play in any further regular season League Competition for the non-Tier I, non-tournament-bound team.
3.8.3 In order to qualify for State and National play, a player must appear in at least 10 games with the tournament-bound team.
3.9 Regular Season Games
3.9.1 Scheduling - All teams Bantam age level and below shall schedule League games reasonably proportionate over the months of the League season. Violations will be subject to a fine of Five Hundred Dollars ($500.00) at the discretion of the Executive Committee of the Board of Directors.
3.9.2 Forfeit - Failure to play a scheduled game, including all regular season games, all league tournaments and/or playdowns, except for weather conditions, without at least (48) hour notification shall result in payment of all referee costs by the offending team.
If a game is forfeited, the home team shall forward a completed score sheet to the League statistician indicating a forfeit showing a score of 1 to 0 in the favor of the non-forfeiting team. Sanctions will be imposed by the Executive Committee including a fine of $1,000.00 per game to be paid by the forfeiting team/forfeiting team’s organization, and shall be payable net 30 days after date of issue. Non-payment of said fine shall result in immediate suspension of the forfeiting team from further League play until the fine has been paid.

3.9.3 Schedule Changes - No change in any scheduled League game date, time, or location will be permitted without the prior approval of the League Statistician. League play will take precedence over any other play. No game is official unless the League Statistician has it scheduled.
Changes made verbally must be followed up with a written notice to the League Statistician within 48 hours. The team requesting the change must give the new date for that game in that written notice and they will be assessed a $25.00 rescheduling fee – NO EXCEPTIONS.
Postponements - Games postponed due to hazardous driving conditions must be rescheduled as soon as possible. The home team is responsible for negotiating an acceptable new date, time, and location for any such game, and for notifying the League Statistician. An attempt by the home team to reschedule a game must be made within seven (7) days of postponement. If the game date is not rescheduled within seven (7) days of postponement, a forfeit will be declared against the team causing the rescheduling delay as determined by the League Statistician.
Sanctions-Failure to comply with this Rule 3.9.3 will result in sanctions to be determined by the League Statistician.
3.9.4 Game Rosters - Game rosters or official game sheet, submitted to the scorekeeper, shall list name, and number of eligible players. Signature of only those players “on the ice” fully dressed and eligible to participate in the game shall appear on the game score sheet and suspended players shall be clearly identified. Player signatures are not required at the Mite Level.
3.9.5 Late Arrival - Late arrival players must “sign in” with the official scorekeeper, prior to playing, and may do so at the first opportunity.

3.9.7 Midget Priority Season Rule
(As adopted by NYSAHA Western Section on 4/20/96)
Season
The Midget Priority Season will be September 1st through November 30th.
The High School Priority Season will be December 1st through the First Sunday in March.Commitment
Should a Midget Team have an ice conflict during the High School Priority Season, the Midget Player must honor his/her High School commitment.Should a High School Team have an ice conflict during the Midget Priority Season, the High School Player must honor his/her Midget commitment.
Coaches
Coaches will work to honor player’s priority. Any Coach, who forces a player to choose one team, or avoid priority, will be suspended, pending a hearing before the Section Disciplinary Panel.Bantam & Under Commitment
In cases of conflict between Bantam or younger team, the Player commitment will be to his/her Youth Team.

3.10 Post Season Games
3.10.1 Each tournament bound team must meet their League and play down commitments. A team and/or an association will be disqualified or suspended by the Board for not meeting the commitment or allowing forfeiture.
Playdowns for tournament bound teams and championship tournaments for non-tournament bound teams take precedence over any other commitments and no association shall schedule other conflicting play during these times. Failure to comply will result in forfeiture, fine or suspensions as determined by the Board of Directors.
3.10.2 Tie Breaker - Means of breaking ties (any position) in League standings, if tied in overall points, shall be in accordance with USA Hockey Annual Guide Book, Section XXIII, paragraph H, Method of Determining Champions as follows:
(Note: All League games must be completed by both teams before applying the following formula, otherwise the team that has completed all its League games shall be declared higher in the standings)
- The results of the games played, HEAD to HEAD, between the teams tied in the following order:
- The points acquired in these games.
- Subtracting goals scored against from goals scored in these games. Their position shall be in order of greatest surplus.
- Dividing the goals scored in these games by the goals scored against, the positions being of the greatest quotient.
- If after applying the formulas of 1a, b, or c the tie still exists, 1b and c shall be applied using all of the games played by the teams tied. If the above procedure does not break the tie for the Squirt Major, Pee Wee Major, Bantam Major and Midget Major levels, a tie still exists, then:
- The teams shall use a “shoot out” procedure. This will involve each team’s selecting five (5) players who will alternate taking penalty shots. A toss of the coin will determine which team will take the first shot. If after five (5) players from both teams have completed the procedure, the tie still has not been broken, it shall be repeated with five (5) different players until the standings are determined.
3.10.3 Format for playdowns shall be determined and announced by the Section President upon completion of the League Schedule by all affected teams each season.
3.11 Home Team Responsibilities
The Home team shall be responsible for the following:
3.11.1 Supplying a suitable ice surface with proper equipment and locker rooms for the game of Ice Hockey.
3.11.2 Providing competent USA Hockey registered referees, officials and score sheet for the game.
3.11.3 Providing on ice time as follows:

On ice time commences when the Zamboni door closes. No more than the first 3 minutes of on ice time shall be available for warm-ups.
3.11.4 Providing access to necessary facilities and personnel to ensure the prompt and competent treatment of injury (Fire Department, Rescue Squad, etc.)
3.11.5 To provide a Qualified Scorekeeper and Timekeeper and all needed facilities including an extra stopwatch and whistle. Empire West Amateur Hockey League Score sheet shall be furnished by the Home Team (Completely Filled in, Legible and Signed as required). A fine of ten dollars ($10.00) per error shall be assessed to the Association for unsatisfactory score sheets, as determined by the League Statistician.
3.11.6 To designate a curfew time on the score sheet. The home team, the home association and/or individual home team or association or rink officials or persons connected herewith may be suspended, expelled or forfeit game(s) for a violation of any of the above as determined by the Disciplinary Panel subject to review by the Board of Directors.
3.11.7 For the curfew to be in effect, prior to game time, the home team must designate the time of curfew upon the score sheet in writing and inform the visiting team of such curfew and designate the clock or other timepiece used to determine curfew.
Games Subject to Curfew - Interpretation
Any game that is played at a rink where that game is able to be curfewed, must list both the start and the end time of the allotted ice period on the score sheet. The home team scorekeeper, through the referee, is to alert both coaches as to the end time of the game. The scorekeeper will also point out to the referee a clock in the arena that shows the time of day as the official clock that curfew will be called from, if the arena does not have a curfew clock in operation. At the appointed time of curfew, if play is still underway, the scorekeeper must sound the horn to end the game.
It is not the responsibility of the referee to call curfew; it is the responsibility of the home team. The referee must initial the game sheet as to noting the curfew time and to having alerted the coaches as to that time. No protest should have to be heard regarding any curfew violation if these rules are followed.3.11.8 It is the responsibility of the home team to record on the score sheet, before the game, the names of the Referees. These names should be printed legibly and accompanied by the signature(s) of the referee(s).
3.11.9 It is the responsibility of the home team to ensure that the score sheets are completely filled in and legible. In League games, the HOME TEAM is responsible for submitting the WHITE/TOP/Copy #1 of the score sheet to the League Statistician, and it must be postmarked within forty-eight (48) hours of completion of the game. 3.12 Score sheet Procedures
3.12.1 Empire West Amateur Hockey League Scoresheets must be used for all League Games. Failure to comply, without prior approval by the League Statistician, will result in the violating team being fined.
3.12.2 The Home Team must fill out legibly, the names of team members playing in the game. Any player or coach who is suspended must be listed on the scoresheet as sitting out their suspension
3.12.3 The League Game LETTER and NUMBER (example: B43) must be listed on the scoresheet and can be found on the League Schedule. Any rescheduled game will retain the original game number. Exhibition and Tournament Game sheets will be marked so at the top of the page.
3.12.4 The Division your team is playing in must be recorded in the appropriate place on the scoresheet (Midget, Bantam, PeeWee, Squirt, Mite, and Major, Minor or Tier II).
3.12.5 A responsible official for the Home team must sign the scoresheet.
3.12.6 The Curfew time must be noted on the scoresheet and the opponent must be notified of it before the game. (See 3.11.7 for further explanation)
3.12.7 The scoresheet should be delivered to the opposing team well in advance of the start of the game.
3.12.8 The Visiting Team must fill out legibly, the names of team members playing in the game. Any player or coach who is suspended must be listed on the scoresheet as sitting out their suspension
3.12.9 A responsible official for the Visiting Team must sign the scoresheet.
3.12.10 The scoresheet should be delivered to the scorebox well in advance of the start of the game.
3.12.11 Scorekeeper must note delays at the start of a game, and any reasons why a game was curfewed. (Officials reported on the ice late, Team arrived late, equipment breakdown, too many penalties, etc.)
3.12.12 Scorekeeper must record the TIME the game was started and finished on the scoresheet.
3.12.13 Scorekeeper must mark all penalties clearly.
3.12.14 Scorekeeper summary will be filled in correctly by periods and the total will equal the sum of the periods. Make sure the score is reported properly under the right team.
3.12.15 Scorekeeper will give the 3rd and 4th copies of the scoresheet to the two (2) teams; the 2nd copy should be given to any team which has a Match penalty so they can send it into the Disciplinary Committee. The top copy is given to the Home team Manager.
3.12.16 The Home team Manager Must send the original, top/white copy to the League statistician and it Must Be Postmarked within 48 hours of the game. Make Sure The Score Is Reported Correctly On The Scoresheet! Copies of Exhibition and Tournament games MUST also be sent in. Failure to comply with this rule could result in disciplinary action.
3.12.17 The Visiting team is responsible for the Visiting team section of the scoresheet, i.e., Visiting team name, player names and coaches’ names, signatures and card information.

Match penalties in League and non-League games must be reported to Director of Discipline by the offending team.3.14.1 Match Penalties - A legible copy of the original game reports of League games involving Match Penalties shall be mailed to Empire West Director of Discipline within twenty-four (24) hours of the completion of the game. The responsibility of mailing the copy shall be that of the Offending Team. The responsibility of telephoning notification shall be that of the team who received the penalty. Failure to comply shall result in additional suspension for the player involved, team officials and association, and a fine of fifty dollars ($50.00) to the association involved.
3.14.2 A legible copy of the original game report of any non-League game with a Match Penalty shall be mailed to the Empire West Director of Discipline within twenty-four (24) hours of completion of the game and he shall be notified by telephone within twenty-four (24) hours after the team’s return to New York State. The responsibility to comply with this paragraph shall be upon the team that received the penalty. Failure to comply shall result in additional suspension for the player involved, team officials and association, and a fine of fifty dollars ($50.00) to the association involved.
3.14.3 Protests - All protests must be in writing and postmarked to the League Director of Discipline, within forty-eight (48) hours of the game, copies to both parties involved. A deposit of $25.00 must accompany the protest. Any deposits will be refunded if protesting party is awarded the protest. Indication of a protest shall be noted on the official score sheet either before, during or within fifteen (15) minutes of conclusion of the said game. A verbal protest may be made to the Director of Discipline within 24 hours of the game pursuant to the 48-hour rule as stated previously. In all cases, the protest must be made in writing, postmarked within 48 hours after completion of the game including the $25.00 deposit.
3.14.4 System of Discipline - The system of disciplinary action in Empire West for match penalties, protests, and supplementary discipline shall be in the manner as hereinafter set forth:
- Each season there shall be created by the Board of Directors, a disciplinary panel.
- Each panel shall meet and shall hear, try and determine all disciplinary matters and protests referred to them by the said associations under the rules.
- Membership - A panel may not conduct business unless a quorum of at least three (3) members is present during the conduct of such business.
- In the event that a disciplinary matter or protest directly involves an accused person or a team from the same association of a panel member then the panel member shall be excused from sitting in on the matter and the panel will proceed with the remaining members that shall be at least three (3) in number.
- Panel members once appointed shall serve for one year and thereafter shall serve without re-appointment at the pleasure of the Board of Directors.
- Provided that there are matters to be heard, the Panel shall meet at least two times per month or more frequently if necessary.
- The Panel shall have jurisdiction to conduct a hearing, determine the facts and rules that apply, and determine the punishment to be meted out to any offenders or the disposition of game protests or other matters which come before it under the rules. In hearing evidence, the panel shall give all parties a reasonable opportunity to present evidence.
- The panel shall be the body designated by the League as the local authority to deal with disciplinary action under USA Hockey and NYSAHA and individual League rules except as otherwise provided. (See also NYSAHA, West Section Director of Discipline memo dated 7/31/96 for further details concerning Disciplinary Hearing Format Guidelines.)
- The panel shall have the authority to impose the following disciplinary action:
- Suspension of any person or team lawfully before it, from activity, e.g. coaching or managing any team, refereeing, playing in, being present in any team capacity at any game or activity.
- Supplemental discipline of any person, team, League official or Association shall be referred to the Executive Board for further action or additional discipline. A letter from the Discipline Chairman should summarize all the evidence gathered and any conclusions drawn therefrom the panel.
- The Director of Discipline shall designate a time and place for the matter to be heard and shall see to it that the person or the team representative or referee complaining and the accused and his coach receive notice of the hearing. Any player appearing must appear with either the coach or manager of his team. Only persons accused must actually appear personally and this may be dispensed with by permission of the Director of Discipline or his designate.
- Written statements may be submitted but the panel shall hear statements of witnesses. Testimony may be taken either under oath or otherwise.
- The accuser or person instigating a protest bears the burden of proving his accusation or protest to the satisfaction of the panel.
- The hearing shall be conducted informally as aforesaid with accusatory or protesting evidence being taken or read first with the accused or non-protesting party or person answering the accusation. The Director of Discipline may deviate from this procedure if in his discretion it is fair and practicable to do so.
- After hearing the evidence the panel shall privately deliberate and reach and publish their evidence within one week after hearing the evidence. Where possible the decision should be made immediately upon the close of evidence to the parties present. Within one week all decisions shall be summarized and forwarded to the President of the League and the referee in chief.
- Decisions shall be reached by a majority vote of the panel present. In the event of a tie, the Director of Discipline shall make the final decision.
- The Director of Discipline shall conduct the procedure of the hearing and determine whom and to what extent testimony and evidence may be heard, but in all matters he may be overruled by the unanimous vote of the members of the panel then present on these procedural matters.
- Any appeal of the decisions of this disciplinary committee must be mailed or received by the West Section President within twenty days after either verbal or written notice of the decision is rendered, whichever is earlier.
3.15 Miscellaneous
3.15.1 Neck Guards - ALL PLAYERS in the Empire West Amateur Hockey League, Inc. shall wear neck guards at all times, during all on-ice functions. Any player not wearing a neck guard during a League game will not be allowed to further participate in that game until a neck guard is worn. If a player is discovered not wearing a neck guard during a game, the player will not be permitted to play until he puts a neck guard on. Furthermore, the scorekeeper shall note on the official game sheet the name and number of the offending player and have it initialed by the referees. A one-game suspension from the next scheduled League game shall be imposed on the offending player for this offense. If a player is habitual in their conduct regarding this rule, the EWAHL Board or its appointees may take further disciplinary action.
3.15.2 The President of the Empire West Amateur Hockey League, Inc. shall have power to act on behalf of the EWAHL Board of Directors between meetings, subject to the Board’s review at the next meeting.
3.15.3 Association Directories, which are to include names, positions, addresses and telephone number(s) of all officers, team coaches and managers for the pending season, shall be sent in to the League Secretary prior to July 15th of each year. Unless this directory is received prior to the stated date, League games played by this association may be considered forfeited until it is received, duplicated and distributed to all other member associations.
3.15.4 All teams (except teams playing on a regular basis within an Association’s regular house program) must register and play in the League, except at the discretion of the Board of Directors. Any association which discontinues team play after the commencement of the League season will be subject to up to a one hundred dollar ($100) per team penalty at the discretion of the Board of Directors, in addition to any fees payable to the Empire West Amateur Hockey League, Inc., for registration of such team, and such other penalties as the Executive Committee of the Board of Directors may determine.
3.16 Playing Rules Modifications
The USA and NYSAHA rules with the following modifications in direct conjunction with the current USA Hockey Playing Rules Book, shall govern all play in the Empire West Amateur Hockey League, Inc. The USA Hockey Playing Rules are amended as follows:
RULE #203. Players in Uniform
- Additions and/or corrections to the scoresheet may be made after the start of the game, not to exceed the maximum number, providing such players are properly registered with the League. A team may not replace a player with another player on the scoresheet once the game has started. Late players must sign in at the scorer’s box.
410. Supplementary Discipline
- The proper disciplinary authority may, at any time,
at their discretion, investigate any incident that occurs in connection with any game involving one of its members. Reference Rule 8 (d) - 9 (b).
501. Appointment of officials
Add c.) Any on-ice official shall be USA Hockey certified, and must be at least of minimum Level and age for the classification he is officiating. A Level 2 official may referee “12 and Under” games and below, providing he is at least 16 years old (linesman 13). A Level 3 official may referee “14 and Under” games and below providing he is at least 18 years old (linesman 15). A Level 3 official may referee “17 and Under” games and below providing he is at least 20 years old (linesman 18).
Add d.) The home team is responsible for providing a qualified timekeeper and scorekeeper. Each team shall be responsible for providing its own penalty box attendant.637. Time of Match & Time Outs
Add k.) Curfew time shall be marked promptly before each game on top of the scoresheet, and may not be changed after the start of the game. Failure to comply may result in forfeiture of the game providing a timely protest is made to the disciplinary body.
3.17 Time Out Rule - Interpretation
There are NO TIME OUTS ALLOWED in EWAHL play. The coach of the team requesting the time out will be suspended for their next League game. There will be no appeal of this ruling. Any coach or team that is found to be in violation of this time out rule in order to influence the outcome of a game that is subject to curfew may face further disciplinary action by the EWAHL Board of Directors or its appointees.
